Strengthening Justice: Legal Training on Reparations and Compensation – Report

Ukraine Legal Network is pleased to present this report on the Capacity-Building & Training Event, held from November 6–8, 2024, in Amsterdam and The Hague. Organised in cooperation with REDRESS, this three-day training event was designed to equip Ukrainian lawyers with the knowledge and skills necessary to effectively assist victims of Russian aggression navigate compensation mechanisms and support victims in submitting claims to the Register of Damage for Ukraine.  

The event brought together Ukrainian lawyers from Ukraine, the Netherlands, Belgium, Germany, and the UK, along with leading international experts in human rights law, reparations, and accountability mechanisms. The programme covered critical topics, including the Register of Damage for Ukraine, the repurposing of frozen assets for victim compensation, universal jurisdiction before national courts, and legal avenues for reparations at the International Criminal Court (ICC) and the European Court of Human Rights.  

In addition to expert-led panels, participants engaged in interactive case studies, Q&A sessions, and roundtable discussions on the challenges of applying to national war compensation schemes in Ukraine. A highlight of the programme was the visit to the ICC, where participants observed a hearing and met with experts on international justice. The event concluded with a networking reception, fostering connections between lawyers, legal scholars, and media professionals.  

This report outlines the key discussions, insights, and next steps from the training, including efforts to build an international network of pro bono lawyers, establish a Ukrainian-language legal helpline, and enhance access to justice for war victims.
